From Playbook to Government Contracts
Trades: Solar | Roofing | Plumbing | Sewer | Septic | Alarms
Objective: Contractor understands the institutional ecosystem before knocking on a single door.
Housing Authority structure — Executive Director (signs contracts), Maintenance Director (chooses vendors), Procurement Officer (processes paperwork). You're selling to Maintenance, building trust with Procurement, and getting rubber-stamped by the ED.
Municipality map exercise — Contractor lists every housing authority, county office, city public works department, and school district within 45 minutes of their shop. Most guys don't realize there are 8–15 potential institutional clients within driving distance.
How government buying works — Small purchase thresholds (typically under $25K) don't require formal bids. Just a quote and a handshake. That's your entry point.
Emergency vs. scheduled work — Emergency rotation lists (burst pipes, roof leaks, sewer backups) are the backdoor. Once you're on the emergency list, you become the default for scheduled work.

Objective: Turn county/city inspectors into the people who say your name when someone asks "who should I call?"
Why inspectors matter — They're inside every property, every job site, every municipal building.
The ethical line — Do clean work, pull permits properly, don't argue code, make their job easy.
The relationship cadence:
Code compliance as marketing — When inspectors know you'll do it right the first time, you're the default referral.
D2D Move: Visit permit office, drop off card, 30-second intro. Do 3 offices per week.
Homework: Visit 3 permit/inspection offices. Leave cards. Write down every name.
Objective: Know exactly what to say, bring, and do when walking into a housing authority cold.

The conversation:

Preferred Vendor List — Approved vendors by trade, called when work is under the small purchase threshold.

Municipality ecosystem:
Annual maintenance contracts = gold. Predictable recurring revenue, budgeted annually.
County inspector leverage — They inspect the county's own buildings. They know which vendors are reliable and which aren't. Build that relationship and they'll advocate for you internally.
Trade-specific angles:
Homework: Map 5 municipal entities within 45 minutes. Visit 2 this week.
Objective: Master D2D B2B conversation — handle objections, navigate procurement, close without closing.

Understanding this changes everything. You're not selling — you're getting through the process.

Fiscal year timing: April–May is the best time (budget planning). June and September are the worst (books closing).
The "free inspection" play: Offer a no-cost property assessment that gets you inside their buildings. Walk the property, document what you see, leave a report. Now you're not a cold call — you're the contractor who already knows their facility.

Objective: Handle 5–10 institutional accounts without dropping balls.
Government invoicing: NET 30–60. They ALWAYS pay — government payment is essentially guaranteed. Keep 60 days of cash reserves to cover the gap.

Documentation requirements: Before/after photos on every job, signed work orders, contract renewal tracking. Government loves paperwork — make it easy for them.

Objective: Turn one-off vendor relationships into locked-in multi-year contracts.

Never leave a meeting without asking for one introduction. The referral chain goes: Housing Authority → City Manager → School Superintendent.
Government work as credibility:

State DOT, universities, state parks — contracts are 10x larger. The relationships you build locally are the foundation.
